Can't get past "Starting Windows" screen

I just upgraded to a z170-hd3, i5 6600k and 16gb of ram. I can get the computer to post but I can never get past the "Starting Windows" screen. I've tried two hard drives with windows installed, I tried to do a fresh reinstall with a USB and a disk but they all hang on "Starting Windows". I'm so lost and don't know what to do, I've done a fair bit of googling but can't find the solution. Any help would be immensely appreciated as I just want to use my new computer really bad.

System:

i5-6600k
16gb Crucial Ram
Gigabyte Z170-HD3
Thermaltake TR-2 600w PSU
R9 290 (not currently in the system to simplify things)

You cant just add an existing install on a hard drive and expect it to boot .

Did you try a formatted hard drive , and try installing windows from scratch on that?

[ your power supply will either melt or burst into flames if you ever do try the 290 so you have that to look forward to as well ]
