Nothing except for internet explorer will open on my new PC

Why wont anything except for internet explorer open? My Os is window 8.1 I think and when I try to open things like control panel or google chrome razer synapse, they'll open in the task bar but they wont open in a window mode where I can use them.

How did you install anything if you can't open anything? did it start recently? do you have a restore point?

I upgraded from 32 bit to 64 bit through the dban/autonuke thing on a usb drive. It formatted the hdd that the 32 bit os was on and i put in a authentic W 8.1 cd and downloaded steam, cs:go and chrome, etc. It started when i got windows 8.1 running. i do have a restore point and i tried using it but it just made the screen go blank so i reset the entire pc and it still doesn't let me open things up
