self build gaming pc wont play game smoothly

i recently build my first gaming pc with the componet:

Intel i5-4690K
MSI Z97-G45 GAMING ATX
MSI GTX970 GAMING 4GB
CRUCIAL 16GB 8X2 D3 1600 DIMM
SAMSUNG EVO 250 SSD
SEAGATE 1TB HARD DRIVE
EVGA SUPERNOVA 650W PSU
CORSAIR H100I GTX LIQUID COOLER

I am able to turn on the computer and install the operating system windows 8 on the hard drive, the only problem is that the GTX970 seems not working properly,
i can not run game smoothly at all,
can someone help me figure out what is wrong with my build , is there any hardware problem for my list?

yes i plug in to the GPU, when I use the Heaven Benchmark test, the GPU fan is on and it seems working, but it just wont run game smoothly

i just ran the test, i got 1011 on the extreme test,
the problem is that the graphic card seems running really unstable, the first time when i ran the test the graphic is really smooth and the fps is high around 40-50, but when i run the second time right after the first one, the graphic is glitching and the fps is around 4-5

pro evolution soccer 2016 on like mid setting and low setting, both fps is pretty low constantly and i can hear the bgm for the game is glitching
 
So the score of 1011 was on the 1st run which was better? It's actually a terrible score for a GTX 970, but I guess you already know that.
Your hardware should be more than up to doing the job, so it's most likely a driver issues. Just re-read what you wrote about installing windows 8, you didn't say anything about drivers. Did you install all the drivers for your motherboard and GPU?

the first test is 1011 and i could not stand the second one with like 4 fps so i guess the score is even worse.
for the gpu driver i installed the geforce experience and the driver is the newest, as for the mother board drivers, msi has this live update software which has all the drivers up to date so i think the driver is not the issue?
just curious which mother board driver might cause this issue?

 
Obviously any drivers for the chipset are very important as it's what controls the flow of data from the other components.....this not to be confused with the BIOS, which is also very important.
Just thinking here, have you checked Device manager for any components not installed or have conflicts?

the chipset is the first driver i installed, and i check the device manager like hundreds of times, it saids the graphic card is working properly, and for websites like Can you run it? and bench mark test like Heaven, both of them recognize the graphic card, i just can not figure out why it does not work properly
 
Ok, so drivers are all installed and nothing showing on Device manager. Some of the other causes of poor performance can be poor power supply, but yours is not a cheap crappy unit, so as long as the PCIe power connects are all in properly it shouldn't be the problem. Also, sometime graphic cards don't seat correctly or dust prevents good connection, as you said it was a new build I wouldn't expect this problem.

Only other thing I can think of (except a damaged card) is to ask if you installed the Intel HD 4600 graphics drivers, and if you did, have you tried uninstalling them?

I just checked, i did not have them installed at all, just so frustrated...just can not figure out what is going on

I wish it was helping, so far all I've done is find out what's not the problem.

Ok, might be time to try something else. Do you know the program "MSI afterburner"? It's used for overclocking and setting fans speeds etc. and I've never used it myself. But I know it also can show performance of your GPU and it might be able to give some insight into what is going on. If you want to give it a try and then post a screen shot the performance data here, we might be able to see where the problem is.
