How do I uninstall Powershell 1.0

I have a Optiplex 755 running XP Pro Service Pack 3 32 bit. I recently installed an Endimax wireless adapter. I was connected to a local network. AVG ran a scan and detected a couple of threats. I had it remove them. Later, when the computer was rebooted, it would not detect any wireless networks even though it told me they were available. I could connect on my laptop and my smartphone. I tried uninstalling and reinstalling the adapter. No change. I tried doing a system restore. It would not restore, even in safe mode. I got a recovery disk with service pack 3 on it. It will not install. I get a message saying service pack 3 cannot install over Powershell 1.0. I have researched uninstalling it, but none of the recommendations apply. It is not listed in Add/Remove Programs. I tried command prompt and am told that file path does not exist. I have found the Powershell file, but there is no uninstall app.
 
If you were getting that message it's not a recovery disk as it would not be installing over anything but simply wiping the system and putting a clean Windows setup on it. If the system is working normally aside from the wireless issue, check for an updated driver for the wireless card from the vendor.
