Do you need System Restore points on both drives or System Restore points of both drives, because those are 2 different things and basically the 2nd one is impossible as System Restore is used just for your OS (Operating System), so unless you're dual-booting and have a different OS on the 2nd drive, you can't have a system restore point of your second HDD. System Restore points don't save personal data (e.g. pictures, videos, documents, etc.), they save your operating system's state, so that you can revert to a previous state if an update messes something up or a driver, or if anything at all causes problem with your current OS. So this would not backup your HDDs' data if that's what you were aiming at.
However you can enable System Restore for another drive and make a SR point on it which will create another System Volume Information folder on that drive, but it would again be a SR point of your OS.
