16gb of RAM, Only 7.96gb usable?

Ok so I know this has been asked MANY times before but despite all my research I haven't been able to fix the issue. So first, my specs:

AMD FX 8350 8-core 4.0 GHz processor
MSI 970a-g46 Motherboard
OCz ZT series 550w PSU
2 sticks Corsair Vengeance RAM 8gb 1600 MHz
Asus GTX 660 ti
Windows 10 professional x64

Now for my troubleshooting thus far. This motherboard has 2 ram channels, and im only using 2 sticks of ram. First i simply tried reseating the RAM (I had them in the correct channel, blue/right to left)

Next I tried each stick by themselves in each slot, even on the 2nd RAM channel (black) both sticks worked fine by themselves in each slot

I tried them both in 2nd channel on motherboard but again only 7.96gb usable

windows key+R > msconfig > Boot > Advanced options > "Maximum memory" is NOT ticked

and finally, I tried a CMOS reset, still no luck.

By the end of all this I know that both sticks of RAM are functional and that all 4 slot on the motherboard are working fine, but I just can't get both sticks of RAM to work at the same time. Does anyone know of any other things I can try?
 
Solution
I'd recommend re-seating your CPU cooler. If it is over-tightened it can cause slight tipping of the CPU meaning not all pins are contacting causing some channels to be "invisible"

That did the trick, I had just reapplied new thermal paste yesterday, I guess I just over tightened. Thank you so much!
