help pls my PC is wierd (CSGO)

about 7 days ago my PC works fine while playing CSGO. then 4 days ago i play CSGO again the FPS dropped to 30-60 in all settings set to low (it usually stuck at 40 or 50) then 2 days ago my PC works fine again it get 100-150 fps then 1 day ago it has low FPS again below 60. pls help (My setting when i change to LOW or MED or HIGH it doesnt make any diffreces. sorry for the english

My PC:
-Windows 10 x64 pro
- Intel(R) Xeon(R) CPU X3370 @3.00GHz (4CPUs)
-4gb ram
-AMD radeon HD 5800 series
-Screen: 1680 x 1050 (32 bit) (60hz). SyncMaster 2232BW/2232GW

HELP ME PLS> I REALLY LIKE CSGO SO IF U HELP ME. IM VERY THANKFUL FOR YOUR ANSWER

If You Have Downloaded Anything Lately Then Uninstall It. Make Sure Your Graphics Drivers Are Up To Date. If you Just Updated Them Then You Can Try Rolling Them Back 1 Update. You Can Use A Software To Actually Cap The FPS At 50 Or However Your Liking.

my RAM is like 50% less if idle. so its not the problem. (i checked the other postes) the power supply i dont know about it, its very old like its from 2009
