Graphical Issues with ALIEN : ISOLATION PC (GIGABYTE G1 GAMING GTX 960 , AMD FX - 6300)

I just purchased ALIEN : ISOLATION for the second time to try it out on pc. I found it on a halloween sale. Bought it, downloaded. I don't remember ever seeing this issue on the xbox 360 version, except at the opening cinematic for the 20th century fox intro with the static snow vhs effect. But, when I play the game on my pc, (gigabyte g1 gaming gtx 960 4 gb, amd fx-6300) and it doesn't matter how much i fool with the settings in the menu, or ... hop around in a circle, on one foot, with tin foil on my head.... yada, yada, It always seems to display a static snow outline around every light source in the game. As if they were trying to give it that retro static snow look at the title screen, but it never went away. So far I'm not that far in the game. But, I have yet to see one time where it didn't display the "vhs snow" outline around anything that has a drastically brighter color, or light source in the game. I thought it might be a driver, but, I don't see this static outline on any other game. Please help guys... and much thanks ahead of time.
 
I didn't notice anything (i7-3770K + GTX680 2GB).

*I assume you changed EVERYTHING in the settings, including the "film grain" feature?

(What you describe sounds similar to Ambient Occlusion... in Far Cry 3 I'd get an annoying effect around people using HDAO or similar setting)
