GPU fans not spinning!

I just switched my card from a R9 280x to a GTX 970. The card is recognized, but the fan's aren't spinning. They seem just to be twitching a little, but the computer is running perfectly (thats how im making this thread). No cords are in the way of the fans, so I don't really have any clue what could be happening here. I ordered this yesterday, and installed it today. Any kind of help is useful, thank you. :p

That's as designed, at least for some cards. MSI introduced this feature back in 2008 and Asus added it for the 970s

The fans do not spin until GPU temps reach like 65C.... on Asus they both kivk on at the same time, with MSI, one responds to GPU temps, the other responds to GPU as well as other sensors on the PCB.

Can confirm this is normal behavior on my EVGA Geforce 970. (might wanna include who manufactured your card). Start a game... they'll get spinnin'.

As for drivers, they're necessary for for the proper functioning of the card doing anything more complicated than displaying the Windows Desktop. If in doubt, pay a visit to nVidia's website. Consider the driver software on the CD that came with your card as already dated software.

Edit - ... although there is some software on the CD that comes with the card for fine tuning your overclocking and temp thresholds (when the fans come on, ect.). Never thought such software to be necessary, myself/
 
The feature (semi-passive mode) did not exist on the EVGA 970 SC .... mighta been added on the SSC tho. The SSC fixed the heat pipe missing GPU issue but I don't kno if they added the semi passive fan mode feature.

One thing the [EVGA 970 SC] ACX2 cooler does lack is a semi-passive mode. Even when idle, the fans will be spinning, which is not the case with the ASUS or MSI models. Both fans are also controlled by the same 4-pin header so there's no independent control.
