is this monitoring program bad ? or is my cpu really clocking up and down

am not sure whats going on but i locked the core speed to 4.5ghz and it will run there for most of the time then go to 4.407ghz then back up here a scren shot

CPU-Z ID is a good program for monitoring CPU speeds. Using programs to overclock your computer is not recommended for long term overclocking. Its good for on the fly tweaks that you later put in your bios.. Expect anomalies when overclocking from programs like that.

Am useing it to monitor useage and temps not to overclock i do it all in bois

Check your Vdroop settings. I'm not sure what they call it on your MSI motherboard. Its different for each company, but it has to do with voltage under load. This might be the reason why it droops a little.

On my ASRock mobo, I have it set at level 2 for minimal vdroop. I think its 90% on the ASUS mobo.

That link you provided doesn't leave me with the sense of "this guy knows what he's talking about". He points to some solder and says "this is the heat transfer point" then on the next one he fails to circle the solder and says the thermal paste is the problem. What is that guy smoking?
