Upgrade Build: Game recording/streaming with webcam and commentary.

Hi,

I'd like to upgrade my PC to allow me to record game footage, stream live and have a webcam constantly shown/recorded with audio commentary.

My current build is:

CPU: Intel Core i5-2500K Sandy Bridge Quad-Core 3.3GHz (3.7GHz Turbo Boost) LGA 1155 95W Desktop Processor

CPU Cooler: Cooler Master Hyper 212 Plus - CPU Cooler with 4 Direct Contact Heatpipes

And Most Importantly, Why Are You Upgrading: I was wondering what I need to replace and what I should keep. I've been throwing components in the system as needed, but havent had a real good overhaul in a long time.

I am not able to play games at max setting anymore. In fact I'm seeing a decrease in quality of gameplay as the system gets older even with games i used to play. That may mean that I need to reformat, which I havnt done in years.

Anyway, Idealy I would like to stream, record gameplay footage and my webcam and mic feeds all at the same time while not impacting the frame rate on the recorded gameplay.

Currently, my system will record the game Outlast at under 30 frames a second. The game is also choppy while playing it. The video produced from my current setup runs at 10-25 frames and isnt at all stable.

With your budget in mind, I would recommend focusing on the CPU and SSD since those are the most important when it comes to recording gameplay. Of course a capable GPU and plenty of RAM are important as well. RAM is getting really cheap now, especially if you stick to DDR3, but even DDR4 is dropping fast.

I would go with something like the Intel 6700K (if you can find one for sale) or even the 4790K Devils Canyon is still a beast. You get 4 cores with very high out-of-the-box clocks and 8 threads (in both cases). 16GB of RAM should be more than enough. As for the SSD, depends on what kind of MB you choose I'd recommend using one of the newer M.2 SSD, like the recently released Samsung NVMe 950 Pro ($200 for the 256GB, $350 for the 500GB) but they use PCI lanes and therefore achieve higher read/write speeds than SATA 3 SSD's.
I would choose the best GPU possible with the remainder of the budget after getting the rest of the necessities of course.

I'm having trouble pulling the trigger because some info I read states that my current config should work well for streaming. Maybe I need to reformat to get rid of all the junk files collected over the last 6 years (last reformat). I read a comment on a site stating that multi PC streaming configurations work best. One PC to play the game, one to do the processing. Is this true?

I wound up buying a nvidia gtx 980 ti. FPS went from 40 on low to medium settings to 170 on ultra when playing black ops 3.

Now, the problem is that the computer seems to go through lag spells for a second or two here or there. When Im in an intense situation where a lot of action is happening on my screen, the game will drop to under 50 fps for a few seconds, then gradually raise itself back to 100+fps.

Any idea why this would happen? I feel like I should reformat my SSD to get the most out of the current setup I have.

Also, meant to say that I wound up hooking up a dell latitude with an i7 processor up to my elgato hd 60 capture card. I'm experimenting with having the laptop do the processing of the stream and to have my gaming pc do its thing.

I doubt that this will be the solution to true HD FPS game streaming, but it's a start. Eventually I would like to set up a second PC with good components to do the streaming processing.
