Windows 7 won't install on ssd

I recently purchased a Samsung SSD 850 Evo 250gb. I have windows 7 on a separate hdd. Trying to install Windows 7 on the ssd with an iso file via boot to USB drive. Windows 7 setup boots via USB and begins installing windows, but fails every time. Install gets through each step until "completing installation, " where it fails every time with the error message "windows setup could not configure windows to run in this computer's hardware. " I am a relative novice at troubleshooting, but so far I have tried disconnecting all other hdds and cd rom drive, configuring sata controller to AHCI mode in bios, and creating a primary partition on the ssd via command prompt - all at the advice of forums where people had similar problems. I don't know what else to do, at this point. Does anybody have advice for what I can do to install Windows 7 on my ssd? Any help is much appreciated!
