second GPU not being used

According to msi afterburner my second asus r9 290 is not being used. Crossfire is enabled and to make sure that msi afterburner wasn't wrong, i ran the haven benchmark with crossfire enabled and then again without it and got the excact same results.
 
Solution
Make sure you are running in fullscreen not windowed or borderless windowed mode. After that I would completely uninstall and reinstall the drivers.
SLI bridges connected? Also, 970 chipset boards don't do so well with crossfire or SLI. They go from 1 GPU @ x16 to 2 GPUs at x8. And that's only if the GPUs are plugged into the correct PCIe slots to support SLI/Crossfire. You should really use a 990FX board for dual GPU setups. These will support 2 GPUs at x16 / x16.

The difference between x8 and x16 is 1-2 fps. Please don't talk about stuff you don't know anything about.
