PC Unable to POST using a Corsair CX500M PSU

Hey Guys today i bought a new Power Supply Corsair CX500M for my Old PC,but it is not able to POST,since the CPU_LED is RED.
But when i use my old cheap power supply everything works fine.
So does it mean that i bought a faulty Power Supply?
Please Help

CPU- AMD Phenom II 1090T
Cooler-Coolermaster HYPER TX3 Evo
Ram- Corsair Vengeance 1600C9 4GBX4
Gpu- ATI 5670
HDD-1TB WD Blue

If everything is plugged in properly and the system works just fine with the old PSU then it's likely you just got a faulty new PSU, it happens.
Exchange it while you can :p

CPU Fan is Running,Two Cabinets Fans are also running but its unable to POST because of the CPU_LED Glowing Red.
Yea i think i'll have to change it,since i bought it from a Local Retailer instead of purchasing it online, to avoid the harassment of returning the product,and my instinct was right.I think ill have a long talk tomorrow with the retailer :).
