It's not really as simply as that. For pure value for money an SSHD gives a good balance of performance and high capacity, and I think they're great for smaller builds (i.e- you only want to use a single device).

If you've got the money then sure, an SSD + HDD is usually more ideal, but you're paying extra for the privilege, especially if you want a really fast SSD.

Personally my recommendation is that if your motherboard supports Intel Smart Response Technology then get an SSHD or a 7,200rpm HDD now as you can actually slap an SSD in at any point in the future and enable that feature, which will cause your system to use the SSD as a cache for the high-capacity drive, giving you the SSD speed boost without sacrificing capacity or having to manually manage files.

Also if you can then get a board that has a PCIe 3.0 x4 M.2 slot; the Samsung 950 PRO M.2 can handle speeds of something like 2.2Gb/sec, which is pretty sweet, making it a fantastic future upgrade if you have the slot for it. Besides, foregoing the separate SSD now means you can either keep the money for later, or spend it elsewhere, such as on the graphics card.
