Newly Build pc keeps shutting down after 10-30 seconds

Can anyone here help me. My newly build pc keeps shutting down after 10-30 second

Here is my build
CPU - Intel i5 4460 3.2ghz
GPU - Sapphire 390x tri x
RAM - Kingston Hyper X fury 1600 8gb
HDD - WD CAVIAR BLUE 1TB/7200/64MB/ SATA 6GB/s
CASE - Corsair carbide series spec 02
PSU - Seasonic 750W S12G
MOBO - GIGABYTE H97-HD3

Things that i've done with case(carbide spec 02)
1. Check cpu temperature = 40-46 when idle (the fans spin and there is stock thermal paste on the heatsink)
2.runing with mobo+psu+ram = shuts down
3.runing with mobo+psu+ram+hdd= shuts down
4.running with mobo+ram+psu+hdd+optical drive= shuts down
5.running with mobo+psu+ram+gpu+optical+hdd+cpu = shuts down
6.running with mobo+psu =shuts down
7.reset cmos
p.s already check the ram,psu,gpu,hdd,cpu,optical,mobo for temperature/thermal problem , nope no hope there

Without the case(carbide series 02)
1.Remove all hardware from case done
2.reset cmos done
3.remove batery done
4.use only cpu + cpu cooler + 1 stick ram done
5.plug monitor to the motherboard done
6.plug 24 and 8 pin power connector done
7.swapping to another ram slots done
8.try another ram stick do not have spare
9.front panels pin in the right place check done
10.Bent pins on motherboard check done -->no bent or lost one

Cpu Temperature 40-46 C
System Temperature 36 C

*the cpu fans and psu fans spins
*already done the psu paperclip test = working (does not turn off)
*borrowed new mobo test same thing happened cpu temp 50-60c
*cleaning old thermal and reapply new ones same thing happen

what i should do , besides swapping new components (on a tight budget here)
and no i do not have spare components to swap them with = cpu,ram,psu ect...

already tried that, can access bios but shuts down afterward , clearing cmos also didn't help
 
If you have a multimeter available or can borrow one (they're cheap), try testing the PSU voltages. If they're out of spec, it could be a sign the unit is going bad. Another thing I'd recommend is visually checking that the PSU's fan comes on when you power on the system. If that fan isn't working, the PSU itself could overheat without that problem showing up in the rest of the system, and 30-40 seconds sounds about right. That's a pretty good quality PSU, so not the most likely but worth checking out.

Of course, the one other common component in all of your configurations is the motherboard ... would be a bummer if that was the problem, but it happens ...

Remove everything from the case. Put the motherboard on the box it came in, reset CMOS (remove the battery for about 30 seconds with the power supply unplugged) use only the CPU. CPU cooler and 1 stick of memory, plug the monitor into the motherboard, plug the 8 pin and 24 pin power connectors in for the motherboard, plug in the power supply and try it like that. (short the power pins out to start it) If it does the same thing then remove the stick of memory and try it in another memory slot, if it cuts off remove the memory and try another stick.
You do have all the front panel pins in the right place?
From their remove the CPU and look for bent pins on the motherboard.

the problem still occurs

while still in bios shut down 1 minute or so (idle)
while installing windows 0-5% then automatic shut down
*OS not yet install

Cleaning and repaste done same thing happen
i don't know what to do left
test the psu with the paper clip and power supply tester ok, all green
maybe thermal issue , i dunno where though (cpu perhaps?)
*change new mobo with slightly difference in cpu temp (50-60c), old one (40-46c), both shuts down.

swapping the psu did the job , still can't believe it's the psu though =_=' , its now running flawlessly
