My Specs:
CPU: i7 3770k @ 3.9
MB: ASUS Maximus V formula
RAM: 2 * 8GB @ 1600Mhz
GPU: 980TI SLI (I made sure sli is enabled)
PSU: 1000W corsair Gold rating
Hard Drive: Game is on a 5400RPM raid 0 drive.
Monitor: 120Hz 1080p (don't yell at me lol I am upgrading it soon, I wanted to get the graphics cards first)
When playing borderlands 2 my GPU usage on both cards is between 20-35% and the CPU usage is low except for 1 core which hits about 80% sometimes. However, no cores ever hit 100% or even 90%.
I tried deleting the local game files in my documents like some people in other threads suggested but this didn't work for me.
So is the bottleneck just the CPU? or could it be the hard drive the game is installed on?
I am getting between 40-150 FPS the low fps is during fights and/or very scenic areas which leads me to believe it may be related to the hard drive?
Any thoughts?

this is also happening in Battlefield 4, My GPU Usage and CPU usage are low but frame rate is not as high as one would expect. I've seen online that 980ti sli @1080p should get average frame rate over 150 for bf4 however I'm more in the 60-120 range with GPU usage at only about 35% on both GPU's.
I do have GPU's set to maximum performance in the nvidia control panel as well. I will post back shortly with the Hard drive usage.

My hard drive does not appear to be the issue because i installed both BF4 and Borderlands 2 on a new hard drive (10000RPM velociraptor) and got the same results.
I also got a stable(at least so far) OC on my CPU to 4.5GHz with no change in GPU usage. GPU usage is still in the 20-40ish range.
I looked up bf4 on a 980 ti (single) @1080 and on the same maps people were getting what looked like an average of about 130 -140 FPS with much higher GPU usage. I'm really not sure what to make of this
EDIT3:
Just completely uninstalled GPU drivers (clean wipe with display driver uninstaller) and then reinstalled the latest drivers. Didn't seem to make any difference. still getting an average of about 30% GPU usage even when I use just one GPU not in SLI.
Also its not an issue of physical power because i can run furmark @ 230+ fps with gpu usage in high 90's and power % in the 120 range.
