I'm Brand new at building a pc my first time and I need help fixing and lowering the price of my build

I Intend to use this pc to play the newer games on max settings since my pc right now can't even run them at low settings

I'm looking for max settings or at least high and 60+ fps and max resolution

I Would like my budget to be 1000$ Max Including The Headphone and Microphone

I will be buying the parts in America
