a good 725W PSU would power that rig more than comfortably (a good quality 500W unit would likely do it).
Reading a few reviews on Amazon and similar, seems to be lots of issues with that PSU .... while it's possible your issue relates to the motherboard, I would be inclined to lay the blame at the new PSU here.

I guess I'll return the PS if nobody has any other suggestions, but that just seems like a huge coincidence. I have 2x16gb sticks . MSI lists max memory at 32gb.

I don't necessarily think it's a huge coincidence - although unlucky, it's not unreasonable to expect.
You had a decent PSU that failed over time (it happens), and have replaced it unfortunately, with a poor quality PSU. Even if it turns out to be something else, I'd recommend you return that PSU and buy a quality unit - 550W would give you comfortable headroom.
Judging from the list pricing around $50 you might struggle to find a quality unit in that pricepoint, but the EVGA SuperNOVA GS 550W has a $20 rebate at the moment, so you end up paying $65 - if it helps.

I see the 32GB max now, strange PCPartPicker doesn't show that. Anyway, when they list 32GB, that would be utilizing the full slots, so 4x8GB - 2x16GB (if they exist) wouldn't likely work. Do you have server memory in your unit? As far as I know, 16GB DDR3 consumer-grade RAM modules aren't available.
