Trouble while installing new graphics card.

Hi everyone, first post here. I bought a graphics card, and after HP And the manufacturers telling me it would be compatable with my computer, i can't seem to get it to work for the life of me. My computer won't even power up, it tries. but its almost like it fails.

The graphics card i bought is the MSI Radeon HD 6450. The computer i'm currently using is the HP P7-1125. x64 bit. I installed it the first time, into the slot, and got it all in there nicely, then realized my computer wouldn't turn on. I figured its a power supply issue, so i got a new 400W power supply installed.. Still nothing when i plugged it in. If i remove the graphics card, everything runs just fine with the new power supply, all is dandy. But i just can't use my graphics card i got. this is the amazon link to the card i got

BIOS Version - AMI 7.16 10/5/2011
SMBIOS : 2.6
BIOS Mode : Legacy

Any help would be greatly appreciated, if theres any graphics cards that would work with my computer, feel free to share too as i'm probably going to return this card to amazon.

Diddn't work. Beginning to think its the grapics card being DOA

So it seems like you should return your PSU and get a stronger one. I would not get the exact wattage PSU as my GPU. The PSU has to power other things like the hard drive and motherboard.
