Speed Difference - Transferring between drives vs transferring between partitions.

If I have two Identical SSDs, will there be a difference in transfer speeds whilst transferring between drive A & B, vs just transferring between two partitions on drive A or B?

Yes there will because when you transfer to the same drive it has to read and write at the same time where as from SSD to SSD one is reading one is writing so it will be faster.
