Windows 10 not displaying 720p correctly on GTX 950

I have been having a problem with windows 10 and my GTX 950 graphics card. Windows 7 had no problem showing the right resolution and now that I have upgraded my pc from windows 7 to 10, the picture is too short on the screen and has huge black bars an inch big. Anyways I have it hooked up to a 17 inch 720p monitor being hooked up via the 950's included dvi to vga converter.
I updated the drivers as of 11/4/2015 and nothing has worked. Can anyone help me fix this problem?
 
Solution
Open up Nvidia Control Panel and go to "Adjust desktop size and position" under Display on the left side. You can try playing with the settings under Scaling.

I don't have a Nvidia card, so I don't have the settings memorized but look for something that says its for HDTV settings and there might be something in there to force it to add the specific resolution you need.

Thanks for the help. I found this annoying to deal with as this didn't happen to me with windows 7.
