Please do not get a pre-build at all . Why ?
Very weak parts for much much higher price
Low quality PSU which will not live for long time
You can get a great PC for the same price of the pre-build
most pre-builds are unable to run modern games at acceptable frame rate
Low time warranty compared to PC parts which usually has at least 3 years warranty .
And to answer your question , it will be able to play GTA V on 720p low-medium or 1080p very low , while getting low frame rate on both .

This is a part list for 700 pond , it has HUGE performance than the pre-build
