I can't get to the safe mode prompt to start my sytem recovery. My windows root hal.dll is corrupt or missing. I have no start up disk. Help!

Nothing you can do without a repair setup being run, which means you need a disk. Another option is a full system restore using a recovery partition which is on many OEM systems. It will wipe the drive though, so if you have anything on the computer you need saved you need to remove the drive and backup the files to another computer.

Another thing that would cause problems is that in many cases random errors about files missing or corrupt is due to a failing hard drive. Run a drive scan with a utility that may be in the BIOS, or from a utility disk like Hirens or Ultimate Boot CD.
