Should i buy a 1080p 120hz monitor or upgrade my CPU in anticipation of Fallout 4?

My Computer Specs:
CPU: Intel Core 4130T Dual-Core with Hyper Threading
Processor: 2.9GHz no turbo 3MB
GPU: GTX 860m 2gb GDDR5
Memory: 8gb DDR3L 1600mhz (single channel)
OS: Windows 10 64bit
(Its an Alienware Alpha so i cant upgrade the GPU)
I'm judging by the way my computer runs my current games that FO4 will run somewhere around 35 fps on medium ish settings, i might have to go lower.

I have around $300 saved up and im looking to upgrade my computer for Fallout 4, i was thinking at first about buying a better CPU but then i realized my monitor isn't that great, its like 7 years old,1080p 60hz. In the end though i would prefer to gain more FPS, but I'm not too sure how much frames i would gain by upgrading my CPU or buying a better monitor, I'm assuming buying a 120hz monitor will increase my frames due to not needing to have Vsync turned on, which i notice sometimes hits my performance, but i don't know too much about that, or what type of CPU is compatible with my computer and if upgrading a CPU will give me any boost in performance.

PS: I don't need any reviews on my computer or be told that its not good, i already know it's low end so telling me this wont help with my question above.

My Apologies when i submitted the question the detailed info got deleted or something, but ive included more details now, my current monitor is an HP 2159m 1080p 60 hz, but its also kinda busted as it has static lines across the screen that are barely noticeable.
