So I went back to win 10 today and I did a clean install, got things loaded back up and went to test because the first time around I had to lower my overclocks a lot and it crashed a lot and i thought it may have been cause I just did the upgrade and not clean install.
It doesn't seem to be crashing now, however I can't get my voltage to max out...it will for brief period and in the menus but otherwise it's running at like 1.16V when in 8.1 it will run at full 1.23V 90 % of the time.
It's not a huge deal cause it's only a few fps but am I missing something here???...it drops my final boost clocks to 1450 or 1440 but in 8.1 with the exact same settings, my final boost clocks are 1510 Mhz.

I also tested with both afterburner and evga precision, even using k boost which supposedly pegs the highest voltage but it didn't work in games, it still dropped.
Everything is set to performance in windows and nvidia control panel and power limiter is 110%, which it will hit 110% but the voltage will still be only 1.16V.
