What can be causing such a drastic drop in my performance when gaming?

My setup:
ASRock 970 Extreme3
AMD FX-8320E Eight-Core Processor (3.2GHz)
12gb of RAM
64 bit Operating System
Windows 10
R9 280 OC Edition

I have been having a performance problem with my computer for months and months now. Performance-wise, my games run at less than half the FPS that they used to. I have tried everything that I could possibly think of to try and fix the problem (including a factory reset) but nothing seems to work. I just replaced the case, motherboard, and processor to see if the extra power or air flow would fix my problem but it did not help at all. I have run all the tests that I can think of on all my components. It's very possible that I'm skipping over something or just not noticing something vital. Any help at all is appreciated. I hope that someone here can fix my problem that has been happening for months and months!

run a gpu benchmark (any benchmark) and see what the core speed and memory speed on the card are... sounds like it is in power saving mode and not speeding up... only other possibility is the gpu is getting hot and throttling. check its temps during the benchmark.

The temperature on my card is around what it should be. The cooling is sufficient and here's what 3D Mark came back with after running a benchmark http://prntscr.com/8zwvgy
