To start off I'm new on this forum, so sorry if it's the wrong one and also I know this is a common issue, and I've also done everything on this checklist www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems as well as read most forums with the same problem, but have yet to find an answer. I've used my old computer since around 2005, started gaming sometime in late 2013 so iIgot a new psu and gpu. My pc became slow so I got some new parts. I unplugged my gpu and psu to see if they'd fit in another system, they did not, so I tried putting them back, it was just the 24, 8 pin connectors and the two 6 pins to plug into my gpu, but when turned it on I got a no display monitor, figured I've needed an upgrade anyway. I ordered my parts for my first build, get them yesterday.
-Vivo Atx mid tower case
-Samsung Electronics DVD-ROM Drive Optical Drives SH-118CB/BEBE
-Crucial Ballistix Sport 8GB Kit (4GBx2) DDR3 1600 (PC3-12800) 240-Pin UDIMM Memory
-ASUS M5A97 R2.0 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard
Cooler Master Hyper TX3 - CPU Cooler
-Western Digital 1 TB Caviar Green SATA hard drive
-diablotek pda 550-watt psu (used in last pc)
-sapphire Radeon HD 7950 (used in last pc)
-amd fx 8300
On my old pc, after I took out the gpu and psu and couldn't get a display, I figured I did something wrong with the gpu, so I decided to plug in my vga to integrated graphics, that didn't work, so itried resetting the cmos, which also didn't work. Of course I tried everything with that pc by unplugging everything one by one hoping to hear any beeps, etc, but nothing. On this new pc I've don't the same, except for using integrated graphics as my motherboard has none. I didn't figure it was was gpu, psu, monitor, or dvi cable since all of those were functional before I took out the psu / gpu. On this computer, fans (case, gpu, psu, and cpu fans) are running, all light are on, I can open and close my optical drive, my USB mouse lights up but my USB keyboard does not seem to work. Unfortunately, I've no spare monitor, psu, or gpu to test, but as I've said, those functioned fine a month ago and haven't been in use since because I've been waiting on these new parts.

Really sorry for this repeated question, but most times I find solved posts, it seems people just forgot the 8 pin connector or something.

I did forget to mention, i did just use Asus' flashback feature to update my bios to the latest version. And since I've yet to get display, I've not been in bios settings nor have I installed windows 10 with the USB iIbought.

Solution
If there's a case speaker http://images17.newegg.com/is/image/newegg/12-201-032-TS?$S300W$ connected to the motherboard, CPU fan spinning and no beeps when no RAMs, then board. or CPU or both don't work.

Sometimes, flashing the BIOS "blindly" especially when not needed, might add to the problem and not solve it, if process not successful.
Try connecting a case speaker to the motherboard, start it with no RAMs and see if any beeps. If no beeps, I suggest RMA-ing both motherboard and CPU.

Thanks for the suggestion,I have tried using one ram in each slot testing both of course, but I just tried removing them both and still no beeps, since I've said I tried getting it to work on my old pc, I'm figuring it can't be the motherboard or cpu, so I figure at this point I've either incorrectly plugged something in, which I highly doubt because it's just the 8 pin /24 pin for the motherboard and 2 6 pin connectors for my gpu, or it is one of these: gpu, psu, monitor, or monitor cable. So right now I'm waiting on a psu to come in that I just ordered because I don't think it's my monitor, which has been working fine until I switched computers and really don't want to replace my $300 video card that I've only had for 2 years.

Thank you bothboth for your replies. I'm going to return everything I can and just get a laptop. In the end, I got a new motherboard but when I put the cpu and heatsink in the new mobo, this time, that fan didn't work and the processor started smoking, it worked on the last motherboard so idk what happened, but oh well. I'll try to return what I can and get a laptop. Not ideal for gaming, but it'll be useful for class. Though I don't really need it now since I'm only going to community college, but since I'm not making progress with my build, I'll just have the laptop for now.
