Upgraded GPU, computer is unbearably slow, slow boot time, high CPU usage

CPU: Intel core i5 3570k
GPU: evga GeForce GTX 960
mobo: GIGABYTE GA-B75M-D3H

Just installed a new GTX 960, upon installation my games are running like crap and my PC is running unbearable slow. After the new installation, my computer takes about 5-6 minutes to boot. I have used driver sweeper to get rid of all AMD drivers, but when I search my computer for "AMD" there are still hundreds, if not, thousands of files that I cannot remove without system permission. I have also tried reinstalling the nvidia drivers.

In the task manager my CPU is constantly running at 100%. Does this mean the CPU is the issue?
 
I don`t know how many times i have to say this but once again.

If you remove for example the ATI CCC drivers from your system via add remove of windows.
It will not get rid of all the windows registry entries that point to parts of the Ati CCC suite.

Click on the link bellow and download, and install driver sweeper.

Run the program to remove any left over driver files, and any windows registry entries.
Remove all of the Ati driver software.
Then remove all of your current Nvidia graphics drivers also.
Restart your Pc, then go to the Nvidia support site and again download the latest Nvidia graphics driver suite for your graphics card.

Restart the pc once more after the Nvidia drivers are re installed.
And everything should be much better, with no choppy game play.

i did this, but the files are still there if my search my computer for "amd"

my computer is unbearably slow please help. checked my task manager and my cpu is pretty much always running at 100%. If i upgrade my cpu will this fix the issues?
