IS this a good PC build under $400 ?

Hi guys, first time posting here and also first time building a PC. I found this build but I'm not sure if it's viable. I'm wondering if this build is upgradable in the future and also if it's able to play games like Witcher 3, Overwatch, Fallout 4 on medium-high settings.

CPU: AMD Athlon X4 860K 3.7GHz Quad-Core Processor
CPU Cooler: Cooler Master Hyper TX3 54.8 CFM Sleeve Bearing CPU Cooler
Motherboard: Gigabyte GA-F2A68HM-HD2 Micro ATX FM2+ Motherboard
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1866 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: EVGA GeForce GTX 750 Ti 2GB Superclocked Video Card
Case: Xion XON-310_BK MicroATX Mid Tower Case
Power Supply: EVGA 430W 80+ Certified ATX Power Supply
Total: $402.51

What edits would you guys make, if any?

Yes, but there are two minor things I would change.

First, get Western Digital Caviar Blue 1TB instead of Seagate. WD is more reliable.

Second, the power supply is a bit of poor quality. Better get the VP-450, it is higher quality for a cheap price.

Thank you very much! I was considering the WD Blue but wasn't sure. And I'll definitely look into that power supply. Thanks again!
 
Also, just a suggestion. You could pick up a FX-6300 instead of the 860K for a little more. In Witcher, BF4 and other multi-core optimized games, the FX-6300 with its 6 cores will give you a little boost over 860k's 4 cores. If you will be playing more games that use 1-4 cores, 860k will give you more FPS because it's single core performance is a little higher than that of an FX's.
