Older GeForce Graphics Card Not Performing As Well As It Should

I recently purchased GTA V on Steam just to find my pc runs it on 5 fps with lowest settings. After some research I found out that others with my graphics card can run it just fine, even people with integrated intel graphics can run it with 30 fps. I took my pc apart and blew all the dust out to make sure nothing was being held back due to over heating. GTA V is on lowest possible settings and dx 11.

I have noticed that my fps has been degrading, for instance I used to get 400 fps in Minecraft, now I get 150-200 fps. I suspect my gpu is dying, but other than low fps there are no indications it is. I plan to upgrade to a gtx 960 in a couple months when I get the money to do so. Also I clean installed windows 10 only a month or two ago, so I don't think it would be windows lagging.
 
Solution
The graphics card may run GTA V with the lowest settings possible IF you have an Intel i5 or i7 processor (or an AMD FX processor).
Your current processor is definitely a bottleneck to the graphics card which gives you incredibly low fps.
The solution: Get an Intel motherboard and processor. You can use the old RAM to the new mobo.

My friend got a laptop (Intel i5, 8GB ram, GT 650M) runs GTA V with medium settings at 1366x768 with 30 fps.

Yep, that's a good one but I recommend the 8-core FX.

The 6300 is more than enough for his gt 640 fx 8350 is wayy overkill for such a low end card and zen is coming at the end of 2016 so no reason to upgrade to a dead platform. Im still rocking my 1090t at 4.2 waiting for zen. 150 - 200 fps is wayy more than you will need unless u have a 144 hz monitor also nvidia was caught degrading keppler cards performance in favor of promoting maxwell cards so that's probably why you are seeing less fps. Id say wait till end of year so you have enough money to buy zen and the gtx 960 you want although pascal gpus will be avaliable by that time so a gtx 1060 if they don't change the naming scheme.
