Hello!
Will be able to play online flash game (Tanki Online) on max graphics or dynamic shadows option with this specs?
Specs:
Intel core i3 4130
4GB RAM DDR3 SDDIMM RAM 1600 MHZ
Intel HD Graphics 4400
and how many FPS i can get?

Your best bet is to try it online youself since the tutorial is free to run. With that said though, nothing in flash really runs that well. I tried it on an i5 broadwell laptop and got pause issues any time anything new had to be loaded (tanks showing up, etc), but ran fine outside that. This is common with most flash titles.
