hi, as the title says, i connected two fans to one mobo header.will they run at full speed and is there a way to control and monitor the fans?

You can get a Y splitter, the Motherboard should be able to provide the power needed to power two normal fans. You should be able to control the fans in BIOS/UEFI if the fans are 4 pin PWM capable fans. Both Fans would run at approximately the same speed and can not be controlled individually.

idle were at 40-45 and on load it went upto 78C(after installing fans) and before it was going upto 75C. when i removed the side of the case the temperatures dropped by 4C but i installed two Cooling fans one on side for intake and one on rear as exhaust but the temperatures are not dropping instead they are increasing. before installing fans the temps in closed case were about 75C full load.

intake fan is above GPU and opposite to CPU heatsink. exhaust fan is on the rear at same height.
