Can't change settings GTA IV (Windows 8.1 Pro)

My build:
Sapphire R9 390
i5 4690k
Asus Z97-A
G.skill Ripjaw (8x2)
It won't let me change anything. It says I don't have enough GPU space it says 202/3064 3064mb isn't even what I have. I have 8 gb. I tried the command line fix. No help. When I click on properties, only 4 tabs show up: General, Web Document, Security, and Details. There is no Compatibility or Target tabs. Someone please help! I feel like I wasted my money!

GTA IV is a piece of garbage that barely worked in XP let alone later OSes. You can try going to the actual install location and changing the main exe settings directly, or try changing a shortcut made from that exe, but everyone seems to have significant issues running that poor excuse for a port.
