CPU Temps too high, and stay the same on idle and while under load.

Why is this happening?
I'm getting 60-67 Temp while idle, which is not good at all but while gaming i get temps around the same besides sometimes spiking to 70c. I have reapplied the thermal paste and the temps are almost exactly the same. I have a core i3 4160 3.6 ghz, i read somewhere that this may be due to some voltage error or something along the lines. The airflow is good inside my case, infact i keep one panel removed at all times, and all the fans are running at 100% besides the GPU.

On HWMONITOR the voltage panel reads

VID: 1.098V usually it's lesser than that but how would i know anything about that. I really need help here, my room temp is about 20-25c. Really need help

Well idofy,

Don't know your other specs beside cpu but check in your bios vcore is it on auto or? Also go to Windows power plan and check is it set on performance and if is it change it to balanced.

set cpu into power saving mode, check background ( my windos loves indexing and it always does take 1 core and 1.5G of ram)
your cpu may be set to high performance which bumps temps ca. 20%.
try restoring bios to defaults, if this dont help, check voltage manually on intel and set it just like that.
