2. Why is PCI-E 3.1 not even common?

3. When is PCI-E 4.0 going to be available for consumers?

4. Will they all be cross-compatible?

Well, a simple google search would show that 4.0 isn't even supposed to be finalized till 2017, and that's only the spec for it.

The spec for 3.1 was only finalized a year ago this month, so that means that once a spec is finalized, chipset companies have to take that spec, integrate it in, test, make chips, plan out. That takes time. Believe places like Asus and Gigabyte, etc are in constant talks with intel and AMD over their chip specs and know what motherboard they will be releasing in 6 months or a years time.

3.1 doesn't offer any bandwidth benefits over 3.0, so I doubt it will really catch on. It's more power saving and clock settings. Maybe be an advantage in servers that use PCI-E RAID cards or laptops but for consumer...
