So here's whats going on, I took an extra 4 gb chip from one the other computers in the house to run in my machine, its a 1333 MHZ chip while the rest of my RAM is 1600, it matches timings with the rest of the chips, just lower speed, so I tried to clock my RAM at 1600mhz in the bios (i have a gigbyte ga-990fx-ud3) and it fails to boot, I tried changing the voltage to match the other RAM and still happens, I've never overclocked ram before so I'm kind of at a standstill, havent been able to find anything that would tell me I need changed anything else.

Solution
Run them all at 1333. No speed difference, unless you use a very specific benchmark and look really closely at the decimal number increase.
