CPU Usage too high

Hi guys i created account in hope you guys can help me out with this weird problem i have.
Recently i played WoW and suddenly i experienced huge lag, choppyness and fps drop. My computer has begun to be very slow.

[SYSTEM SPEC]

CPU: AMD Athlon II X2 250 processor
GPU : GTX 750 Ti
MOBO : MSI 970 Gaming
RAM : 4GB Kingston HyperX blu
PSU : Corsair VS550

[PROBLEMS I HAVE]

1. CPU Idle is around 1-2% but when opening something like PAINT it jumps to 40-50, when opening Chrome and watching youtube videos jumps from 80-100 and stays there until i close it.
2. Youtube videos are in slow motion and audio is out sync (only when i watch in 720p and above)
3. EVEN after clean W7 install computer overall seems very slow stuttering and choppy.
4.Previously in games i had 60-80 fps now i have 30-40 and in intense situations it drops to 8-10.

[THINGS I TRIED TO FIX IT]

1. Scanned everything with malwarebytes (didnt help)
2. Installed all drivers, flash player...etc (didnt help)
3. Tried to eliminate processes that take too much cpu, only to realize that programs that im running are taking too much cpu. (Chrome,games,programs..etc)
4. Overclocked from 3.0 to 3.7 (problem persisted).
5. Did fresh W7 (problem persisted).
6. Unplugged everything and left it for an hour then plugged everything back and started (didnt work).
7. Checked all the temps, and they all were fine (CPU was at 15-20 when on 100% and idle)

first reset your BIOS settings(remove CMOS)
after reset don't overclock it
try running a game or something else, see if it solved
if it doesn't solved, while you are gaming run CPUz and see if it is really running at 3 GHz
