I currently have a Intel Core i5 4670k 3.40GHz, 1TB Harddrive (no ssd), GTX Geforce 650 2GB and a 750W power supply. I was wondering if i buy a GTX 980 or 970 or something really good would i be able to play games such as Black ops 3, ArmA 3, Tom Clancy The Division etc at high settings at 60FPS or something along the lines? Or any good graphics card that is good but cheap?

Your processor is perfectly adequate. For me though the GTX 970 is still the price-performance card to beat (R9 390 not far behind), but if you want to go for the ballistic set-up, the 980 Ti or the R9 Fury X will do.

Yeah, not wanting to go for a ballistic set-up just something that will run demanding games at good FPS with high settings cause the GTX 650 is crap with ArmA 3 and black ops 3, it's either i have bad graphics ingame or lag with good graphics, im a person that can't stand lag.

arma 3 runs bad regardless of the video card you have

its poorly coded

your setup should easily handle a gtx 970, go for it
