CPU Throttling AMD?

Hello everyone,
I would really like your help right now. I have FX 8320, I installed a new cooler and started up some programs to test the temperature. The programs I used were CPU-Z, windows task manager, HWMonitor and Prime95. Prime95 was used for CPU stress test, when I was monitoring the temps; I noticed that my cpu would throttle back to 1.4Ghz after running at 4.0Ghz for 15 seconds. Well then I thought that could be the software i'm using but other software made no difference. I would really like to know whether my cpu is actually throttling. If it is throttling how can I solve the problem and will it affect my gaming performance?. Thank you very much any suggestion would be appreciated.

I would definitely try that and one more thing, I have a really good CPU cooler that keeps the cpu about 50C at 4.0ghz but I have read that my motherboard is not good for overclocking. Could you suggest me whether its fine to overclock to 4.0ghz while the cpu is running cool. MB : MSI 970A-G43.

Temperature at idle while running at 4.0Ghz were 23C
Temperature at max while running at 4.0Ghz were 53C

MSI 970A-G43. This board is known to have bad thermal issues and if the vrms are overheating they will throttle the cpu. If you want to try and fix it without buying a new motherboard try attaching heatsinks to the vrms and making sure they get some air flow.

Thank you very much. I will definitely try that as well and Could you suggest me whether its fine to overclock to 4.0ghz while the cpu is running cool.

I wouldn't on that board. Its just too much load on those weak VRMS and will substantially reduce their life.

What if I put heatsinks that you suggested?

That will help if they are overheating but wont stop them from being overloaded.
