Steam games freeze from 2-20 seconds randomly

Every steam game that I try to play randomly freezes from anything between 2 and 20 seconds, but the game does not crash. I have tried reinstalling steam and reinstalling each individual game yet the issue still persists. This is only an issue with Steam games, the rest of the games I have run without issue. Help with this would be very much appreciated.

Steam games: Dota 2, Black Ops3, Civ5, Killing Floor 2, Dying Light, South Park: The Stick of Truth.

All of those games have the freezing issue

Non-Steam Games: BF4, GTA 5, Hearthstone, WoW, HotS.

All of those games do not have any sort of issue.

Nope, haven't found a fix yet. I think it may just take an OS reinstall, which I was going to do soon anyway because I wanted to get an SSD so I'm hoping that will sort it. If it works I'll let you know :)
