5 beeps on startup asrock h97 anniversary

i just upgraded my new pc with components (bassicaly a new pc only holding my old ram and hdd's)
When i turn my pc on sometimes i get 5 beeps and a black screen but sometimes it just starts up and when it starts up it always works and it continues to work till i restart and then i get 5 beeps again. This is really annoying especially with fallout 4 coming i want everything to work. i already contacted asrock and they said 5 beeps was a vga card error and said i had to reset the cmos and i did that and nothing changed.
Could you guys maybe help because i am completely lost

My components:
GPU: Sapphire radeon 390 nitro 8gb
CPU: i5 4690
Motherboard: Asrock h97 anniversary edition
RAM: 2 x 4gb ddr3
PSU: Seasonic s12g 650w

Take all the RAM out.
Place them back into their original place and see what happens.

Sorry what do you mean with original place? the other 2 spots i have on motherboard?

Sorry, what I mean is.
Take the RAM out of their slots, and place them back into the slots they were taken out of.
;)

Just tried nothing happened. then i put them in the other slots still no results and beeps.

5 beeps is the AMI code for processor failure.
But just to be sure, is it long beeps or short?

This is a solution that has worked before.
1. Disable secure setup in BIOS

i tried reseating cpu, clear cmos nothing works. when i put my old gpu in everything always works.

Hello,

5 beeps is related to graphics.

Please use the clearCMOS jumper to reset the CMOS:
- Switch off power first
- Press power button to discharge
- Move the clrCMOS jumper from pins 1&2 to pins 2&3
- Wait around 10 seconds
- Put the jumper back to pins 1&2
- Switch on power and start the system (the system might restart automatically a few times)
- Enter setup via F2
- Load default settings via F9
- Save via F10

If that does not help then please remove the R9 390 graphics card and test via the integrated graphics.

If this works then the R9 390 might be faulty. Please try to test it in another system.

It could also be related to the CPU, CPU socket, PSU, motherboard. The PCIe x16 slot is connected to the CPU via the CPU socket. Please remove the CPU from the socket carefully and in clear light check the socket for bent pins. Make sure that the PSU is connected properly to the graphics card and that there are no loose contacts in the connector. If possible please test with another PSU.

And secure setup was already disabled
