Budget Pc Build: Newbie needs help

Hello everyone!

I want to build my first Budget Pc for gaming and i would appreciate all the help i can get.

My list is the following:

CPU: Intel Core i5-4460 3.2GHz
Motherboard: Gigabyte GA-Z97P-D3
Memory: Crucial 8GB Ballistix Sport 2x 4GB DDR3 1600MHz
Storage: Western Digital 1TB Caviar Blue 7200rpm 64MB
Video Card: MSI GeForce GTX960 Armor 2x Thermal Design OC 2GB
Case: NZXT S340 Black Window
Power Supply: Corsair 550W CS550M
Monitor: BenQ GL2460HM

So what I want is a PC to play some of the latest games at high settings. The thing is that in my country the parts are very overpriced compared to the prices in the uk.

What do you think of the setup overall, do you think that there are some parts that i could replace for cheaper and better ones?
Do you have suggestions on other parts for the setup?
Do you think that the power supply can handle the setup?
Do i need to buy a fan for the CPU, and how many fans should i buy for the case overall?

Sorry for all these basic questions, but I really want to throw money away,

Any cheap mobo in particular that i should be looking into?
I have also read bad reviews about the CS series, what PSU would you reccomend me instead? And will 550w be enough for long sessions of gaming?

And can I get a better build for relatively the same money?

I've looked at that website, unfortunately it doesn't ship to my country (Portugal).
So i'd really want your opinion on the build in general.
Is 550w enough for the build? is that PSU better than the CS550? that one is 80 plus bronze, and the CS is Gold.
Can i get a better video card for the money? In here the GTX 960 it's 200€ (143 pounds)
And should i look for another CPU for the money?

I'm now undecided if i get the GTX 960 2GB or the R9 380 2GB, they are around the same price.

Also, is there a big difference between the 2GB and the 4GB versions?
