Is there a way to delete all the files on a HDD but to leave the Windows 7 OS files?

Hi,
I have recently installed a new SSD into my computer and want to upgrade to Windows 10 whilst having the install files moved from my old HDD to my new SSD. I know I can do this but the problem is that my SSD is 4 times smaller than the space I would need to clone the drive. So what I need to know is; is there a program which I can use to wipe the files without wiping the OS files or how would I do it on my own?

No, there is no automated way to do this.
Uninstall applications, and move doc/music/video to elsewhere.

Once you get to well below the size of the SSD, then you can consider migrating.
For instance, for a 250GB SSD, you want the total used space on the current HDD to be below 200GB.
