Been out of the loop with newer things. Wanting to build a new PC...could I get some critiques?

Basically I built a PC some 5 years ago and even though it is still holding, I am starting to need something more up-to-date. GTAV is not running that smoothly even on a low-med setting and some games won't even play or have graphical glitches. (Running a Radeon HD4800 series and I am fairly sure driver updates for this is long gone). With the holiday seasons coming up, hoping to pick up some cheaper parts to upgrade myself. Outside of gaming however, I don't use the computer for anything intensive.

Changes: Above was my original plan. I have tried to make it a little cheaper. Lower RAM (I really want to keep it at 16GB, but might have to just go for 8GB), changed to 390 (how is 390 vs 390x for $100 more?) and a cheaper PSU (not really sure how bronze certified vs the initial gold certified vary).

My overall plan with this is that I want to build something that will last me another 5 or so years (with room to upgrade like SLI/Crossfire and overclock). I think I went overboard with some things, but as my title said, I am not the most knowledgeable with parts and hope someone can give it a glance over. It would be great if I can run newer games on high settings, and be prepared for those that are will be release in the next few years.
On the other hand, I think I need to watch my budget. I originally plan for it to be ~$1000 (and then some for tax and S&H) and obviously I missed that goal. I think I am willing to suck it up and bump up my budget to maybe ~$1500, but the cheaper I can get it the better, so I can use it to maybe grab a new monitor or something.

Individual parts: I am loving the case, so I hope to not change that (though it mainly serve as aesthetic purpose).
CPU/MB: I don't think it would be wrong to jump on the Skylake now, but I am unsure between spending a bit more for Asus ROG Ranger (or Hero) or keeping this (or another brand altogether). Otherwise, would it be worth it to stick with an older CPU?
CPU Cooler: I sort of went on a budget choice for the cooler. Is it worth it to spend more for, say, a Noctua? RAM: I think these RAM would fit the MB, but honest truth I sort of Google "RAM" and briefly glanced over things and not sure how good these are. Would 16GB be overkill?
Power Supply: I also sort of randomly chose this after some brief Googling. I ran Corsair TW750 (I think) in my current computer, and now thinking that 750W might be overkilling it.
Hopefully I covered the basic for a critique, but I will gladly provide more info as needed. Thank you.
 
so with the 970 you can go as low as 550W for the psu, not with the radeons though, for those you need at least 600W (especially on the long run)

you should wait a few more weeks though, black friday is just around the corner so you may find a lot of the components cheaper and might get you to your 1000 limit.

-you dont really have to jump on the skylake wagon, a i5 5xxx series is not that far behind and with retailers scrambling to get rid of old stocks you should find it (much) cheaper. next thing you can give up on is overclocking (H series instead of z and non k cpu),
-on a budget, you can also drop to a smaller 250gb ssd
-ram you're gonna want a 2x8 gb kit instead of the 4x4 (for 16gb). 4 modules kits are for the 2011_3 platform where quad channel ram is used. 1151 needs dual channel.

so my advice, wait, check what you can find on black friday, if there's any nice deals on skylake - go for it, otherwise haswell is good enough and there should defintely be good deals on it. same for the other components get best deals / combos where possible.
