1TB drive will only partitions only as a 250Gb drive

I have a 1 TB drive doing more then a few funky things as first it is a 1TB hard drive at least it was before I removed it to install a SSD drive. When I reinstalled the 1TB drive as a second hard drive and went to install Windows 10 it told me that Windows could not be installed on this drive and so I partitioned it only to find that it would only partition as a 250GB drive much smaller then it should be and I must have repeated this step at lease 10 time's and now Windows will not even detect the drive at all. If I just install the 1 SSD drive Windows detects that just fine so the (MB) is not the problem it is when the 1 Sata 1TB drive without the SSD in that there is a problem. When I talked to a HP support rep which was 3 of them everyone of them was stumped too so now I am stuck with a drive and a big drive that does not even work at all so I am stumped and like aI seid it is. 1 TB drive that will only partition as a 250GB drive now so any help guys.

Try to reformat the drive in question with another computer, to see if the same thing happens. If you're still unable to do that and restore its full capacity, I'd suggest that you download the HDD manufacturer's diagnostics tool and test the drive, to see if any errors or bad sectors pop-up.
Other than that, when you're installing Windows, you should have only one drive connected to your motherboard (e.g. the SSD in your case) and connect all the additional drives, once the installation has completed. You could try installing Windows on your SSD (with all other drives disconnected), to see if everything seems fine. If it does - try connecting the 1TB HDD and use Disk Management to reformat it.
