Can a USB to SATA/SATA power, power a 5.25" disk drive?

I have with one of my portable hard drives, a USB to SATA and SATA power. with Fallout coming up, and my slow ass internet, I was considering getting the disk for it, however I don't currently have a disk drive installed in my rig. Would the USB to SATA connector provide enough power to power the disk drive?

You are not thinking straight, there are currently no 5.25" HD unless you are talking about an optical.

Let me get to the point and be precise:

A separate power plug (wall) should be able to power anything.

USB-port power only can do 2.5" HD and optical. Sometimes 3.5" HD but not in every instance.
