Why some console games wont be optimize and ported to pc

Games such as call of duty 3, resistant series and halo series, wont be optimize and ported to pc? Are the developer very stingy?

When games don't get a port it's mainly for one of two reasons- 1) the game mechanics don't lend themselves well to PC gaming control schemes, or 2) the console makers pay the devs to make the games exclusive to consoles to encourage/force players to buy consoles.

Part of it's financial. Also remember, parts of the game, especially the graphics backend, need to be re-coded from scratch during a PC port. And given that it's much harder to sell a lot of units on the PC, for some titles, the cost of doing a port (or a good port) simply isn't financially justified.
 

1) Both XBox and Sony controllers work with PCs (though not all games are programmed to recognize them).

2) Probably the most common reason for big titles.

3) PCs are generic and can use tens of thousands of different hardware components with billions of different combinations. That makes testing and troubleshooting a nightmare for game developers. They prefer targeting just one or a few known proprietary hardware configurations to keep test costs (and time) down. Same reason iOS developers report lower support costs than Android. The generic model results in faster hardware improvements though, as the better stuff becomes popular more quickly and the bad stuff tanks in the market. Basically, consoles and iOS would be a lot worse than they are now if PCs and Android didn't exist.
