It most definitely can. I'd expect 4.2-4.6ghz depending on how much voltage the chip requires. It is a great air cooler for the price I have 1 on each of my rigs... It took my 3570k to 4.5ghz and my 2600k to 4.4ghz while staying under 69c while running p95 small FFT test.

Easily. The Skylake CPUs seem to hit the voltage wall before the thermal wall, so a bit less cooling is needed than Haswell did.
