Asking one more time before i refund

to start off i have asked this question and searched all over the internet for a long time never getting a response that worked.

i just upgraded my new pc with components (bassicaly a new pc only holding my old ram and hdd's and odd)
When i turn my pc on sometimes i get 5 beeps and a black screen but sometimes it just starts up and when it starts up it always works i can play everything i want no performance problems it continues to work untill i restart and then i get 5 beeps again. This is really annoying especially with fallout 4 coming i want everything to work. i already contacted asrock and they said 5 beeps was a vga card error and said i had to reset the cmos and i did that and nothing changed. when i put in my old gpu or remove it. it works 100% of the time. this is extremely frustrating.
Could you guys maybe help because i am completely lost and desperate for a solution and i think it might be a defective card

Things i tried:
Reseating ram
reseating cpu
making sure gpu is properly in
putting in different cables see if it might be that.
reset cmos
i dont even know anymore where to start

My components:
GPU: Sapphire radeon 390 nitro 8gb
CPU: i5 4690
Motherboard: Asrock h97 anniversary edition
RAM: 2 x 4gb ddr3
PSU: Seasonic s12g 650w
maybe the components are not compatible?

did you check with ASROCK to figure out what 5 beeps during post means?

Generally the beep during POST indicates a potential hardware failure - possibly your memory or a capacitor concern. Occasionally, a charge being provided during the first boot attempt will keep it form occurring on the second attempt. As such - you would see what you are seeing.

Yes i know i asked it before as stating in first line

i can start with integrated graphics but is there not a way to fix it because i only have problems with startup when it starts up everything works perfect

i read on a lot of places that 650w is more then enough like here https://www.reddit.com/r/buildapc/comments/3ae4gc/will_a_650w_power_supply_be_enough_for_the_r9_390/?sort=confidence and it should atleast be enough to start up right? and sometimes if it starts up i can play games max load so i dont think power is an issue
